i think it was the vic guide lines i was reading a while ago that said you could have full cage, as it gave measurements of how far away from the roof and a pillar it had to be and where it could come down in relation to the front door and such

and if your car had retractable seatbelts standard you cant have a harness in use when a police man sees you.....which is good for 1200 sedans with their non retractable belts
