My theory.Decrease speed limits so people get bored and in attentive causing more crashes(on highway)
Remedy:Generate more revenue with more speed cameras so you build super highways,but restrict speed even further,requiring more revenue collection methods and have more people getting bored and spearing off.
Remedy: More of the same.

Give it 10 years and i reckon we will have to put one of our passengers out the front on foot with a red flag,all under the watchfull gaze of the guvmit red flag speed cameras
