I think it might have something to do with headlight height, which has to be a certain height above the ground. Simplest way to get it passed would be to get some 155/80-13's or so, then present those measurements as the ride height. Once it's passed, just put the intended wheels & tyres on it & don't get noticed too often by the fun police.
