Webers versus Dellortos is down to personal preference. It's all down to how well the carbs are tuned. The cost seems reasonable for 'new' carbs, & you'll have them on the car if you want to put in a larger cam later on. Just ask the tuner to concentrate on the whole range from idle to flat out, or you'll more than likely find it a pig to drive as it doesn't work down low. Both Webers & Dellorto's can be tuned to give good bottom end as well as top end.

Would it be possible to get a late model Nissan Micra, fit the 1.8 litre motor from a Tiida & then turbocharged it? Your answer must include parts numbers for the conversion. You have 12 months. Commence.
