That's right. They are tuned the same way the stock Hitachi is: with jet changes and adjustment screws.

So
- Yes it is difficult
- No, not any more difficult than any other carburetor

Synchronizing twin carbs gives an additional step -- but this is needed wether it is factory Twin hitachis, Twin Webers or any other brand of duals...
