How weird....searching elsewhere for answers I found an answer from dattodude on a CA18 forum - from about 3 weeks ago!

You could do it like this:

1- remove the idle block and blank off the two holes.

2- loosen off the lock nut, and adjust open the throttle body 3 or three turns.

3- loosen the TPS adjuster, and reset the TPS to compensate for the movement you've just put onto the throttle butterfly. Adjust TPS according to the FSM.

4- Repeat steps 2 and 3 until the idle is smooth and approximately 800rpm when cold.

After this, your car will stall more often at traffic lights when car is cold.
The slightly open throttle may result in the throttle icing up, in cold climates.

You are better to replace / fix the idle control stuff unless you live in a florida climate. But be prepared for A/C to occasionally stall the engine too.
