It's illegal to place a manually adjustable brake bias valve inside a registered vehicle & [presumably] within reach of any occupant of the vehicle because some moron, either at the wheel or in another seat, will eventually mess with the settings. If this happens in just one vehicle, somewhere, someday, & results in unbalanced brake performance that leads to a fatal accident, then the lawers will have a field day.
In the current litigous society the blame would eventually be sheeted home to the authorities that allowed it in the first place.
Guess who'se being pro active & covering their arse, & lets face it, if you had the power to ban or to allow, & it was going to be your neck in the noose when it all goes horribly wrong, & Murphy's Law says it will, what would you do.
The only type of adjustable brake bias valve that the rego Nazi's want to see on a lawfully registered car in this country is one that is fitted outside the passenger cell & adjustable only with the use of tools. After all, once it is correctly set, there will never be need to touch it again.
Makes sense to me.
