it is supposed to go inside or under the tower, not on top like it was. whats not to understand, the weight would be distributed around the metal plate and the raised ridge comes through the opening in the tower. the weight on the car is pushed down on the hat, holding it in place and the bolts/nuts only help to located the top hat.

The way it was before was that the entire weight was being held by 3 nuts, on thin metal that would likely bend or tear under heavy loads, especially with the elongated slots in them.

not being rash but why not install them like designed and previously advised?
