Sorry I wasn't clear. Your fuel filter will never be full, nor should it be. When working correctly you will see some fuel in the filter -- a small amount or maybe half full. This is normal.

What you need to worry about is the fuel bowl. After it sits, but before you attempt to start the engine, it should display fuel in the site glass.
* If it does show, the pumping the accelerator pedal can work.
* If it is not showing in the site glass, that is a problem and will make it difficult to start.
