When you say soaked in fuel - do you mean that you soaked it in fuel to clean it up a bit before installation - or do you mean that it idled rough and the carb ended up covered in fuel?

I'm assuming it's the second one, and by that description, the big standout most likely cause is teh needle and seat is worn out and won't seal, and/or (they are both of the same ilk, either one equals same result) the float height isn't set correctly and it can't close the needle and seat and it's flooding the fuel bowl..

Still on the same track - if the float height is right and needle and seat isn't worn with a noticeable ridge, then is there any chance the fuel pressure is too high at idle, and it's overwhelming the needle and seat and floats ability to close off the flow when the fuel bowl is full.

After all that is done, you'd probably still need to look at the idle circuit, considering the difference in capacity, but it'd _probably_ still run (just not great) meaning it's more likely the float/needle and seat related issues.
