OK, so I only have dates per chassis number for Japan-market and American-market 1200s. The chassis number doesn't match those.
Yours is non-JDM as it is an LB110 (left hand drive). Could be from Okinawa, South America or even some places in Europe. Central America maybe Guatemala but 1200s were never sold in Mexico.
You can write (not call) Nissan and ask them to verify the date. This is what is often done when importing/exporting.

True US-model 1200s were made up into 1973. But starting in mid-72 they are subject to DOT bumper regulations. But you can get a DOT waiver no problem.
Sounds like California is going beyond federal law. Other states honor the title from a previous state. I guess yours has a Texas title? Looks from the picture like Texas plates, you should be able to get a 'lost title' from Texas without too much trouble.
Here's an idea. How about a partial trade for my 2-dr sedan? Coud we work out some kind of no-money trade? I have a clear WA title, it's a 7/72 car with current 1972 registration, should be smog-exempt in California, eh?
