The engine stays at one low speed because you are pressing the brakes at the same time as pressing the accelerator, release the brakes and it'll go faster.

It sounds like your carb needs a tune, a hesitation when suppressing the accelerator pedal normally means the acccel. pump needs to be backed off a little as it's delivering too much fuel for that given throttle position.

As for the sticky accelerator, have you checked you've reassembled all the springs on the throttle valve return? Make sure they're hooked up correctly some can be installed and if they haven't been hooked on correctly they won't properly shut the throttle valves. Some will even do the opposite if they're installed wrong.

Have you also checked that the spring on the accelerator pedal is working and hooked up?

Also check that the throttle cable itself is moving freely within the cable sleeve.
