You can run an SC blow through a carb or throttle body, you just need a blow off valve working off the pressure difference either side of the throttle valve/ carby. An electronic clutch or blow off valve would make it pretty simple to only have boost at full throttle. It'll be pretty touchy but maybe that's just more fun! The very first racing car supercharger was only on at full throttle.
