The A-series block (unlike certain L-series) does not need any heater hoses.

Yes, plug them. Hundreds of thousands of factory A12 Datsuns came without a heater.
* Back of head: remove fitting and fit plug
* Lower radiator hose: replace with single-piece hose (without heater hose adapter)
You could also just cap the fittings. Or run the long heater hose to the back of the block, bypassing the heater core. Any method works.
