draw through is technically superior to blow through. blow through just add a bunch of problems that need to be overcome with more parts, added comlexity, reduced reliability, more weight and extra cost.
when a draw through system can ice up the outside of the inlet pipe post turbo, you don't really need an intercooler for a street car using short bursts of boost. But competition engines like unlimited class ski boats that run at or near WOT for hours on end used intercoolers on draw through twin turbo V8s for decades, and stuck with it for a long time after EFI became cost effective.
BOV's simply aren't needed when the throttle plate isn't being shut on pressurised air! A BOV would never open on a draw thru setup if you did fit one. The 'need' for that is one of the many disadvantages of a blow through setup.
