Take ed's advice & either strip it yourself w/a DA, chemical peel, etc... or pay someone $600 - $800 to media blast it completely - DONT use soda!

Then SCRUB the car down with Dawn dish soap as prep for the paint shop, that way it'll of been d-greased really well from the start, they'll do it again anyways (at least they should) - matter of fact I wouldn't tell them you did that as they may opt to skip that step. You'd hope they wouldn't but you never know.

quality paint & body work cost money, no way around it.
