A regulator which seeps excessive fuel pressure at low flow rates should be returned to the seller, but sometimes that is impossible.
Fuel pressure regulators misbehaving that way can still be used by placing a "t" in the regulator output line and another "t" in the fuel pump inlet line. Connect them with a tube and a needle valve. A small fuel backflow through the needle valve bleeds off the excess pressure.
