In Queensland and NSW, a 2-liter turbo exceeds the regular engineering requirements for a Datsun 1200, although theoretically you could do ICV engineering by redesigning the chassis.

L20B: 97-110 HP
L16: 96 HP

L20B was fitted with relatively mild cam (for its size), so it doesn't rev up to potential. Fit an aftermarket camshaft and it will far exceed what an L16 can do.

D is correct in that the L16 will feel "revvy" and more exciting to drive. However the L20B will still beat it for acceleration.
