Simplifying it one step more, there are two switches in the ignition switch assembly. there is a run switch which turns on the curent to the ballast resistor which then supplies the coil with its normal voltage, about 9 volts. It comes on when the key is "on". There is also a start switch which is "on" only when the key is twisted a few degrees more. It turns the starting solenoid on and also sends 12 volt power directly to the ignition coil. When the key is released, the switch is turned off by a spring and no electricity is supplied to the start solenoid or directly to the coil. It looks as though you are trying to work on it with an incomplete knowlege about how it works. Go to a bookstore and buy a book telling you how a car works. This will save you much time and frusration.
