check if you have the right fuse in the voltage regulator,
the wire inside the fuse should be like hair slim, try adding a resistor on field wire before it goes to the voltage regulator and see what the charge rate reads on the multimeter,
i believe it has to be the fuse because if you took it out you wouldnt have a charge rate so try different fuses..
