The speedometer unit has a physical problem. It will need to be removed and inspected (or replace). Once it is out, check the freeness of the needle.

The flasher is load-dependent. If it doesn't have the right load, it will not flash. The load is put on it by the number of bulbs in operation. So most likely there are bulbs on that side which are not working, perhaps burned out.
