I guess it depends on what you mean by step. Here are some photos, you can see that disc surface is a touch higher than the rest of the flywheel

The Datsun Competition diagram shows it 0.13mm (5 thousands inch). To recreate this, surface the flywheel flat, then remove 0.13mm from the outer area where the cover bolts on
