In Moscow, I heard they still have manned traffic lights, and when it's late at night, the men go home, and the lights stop working. It would be harder to have traffic light drags there, they'd write down your plate number and the police would catch you at home...

I also agree that speeding in excess of the speed limit, or losing control of your car in wheelspin is a dangerous activity. On a track you can get as "out of control" as you want.
