I'm sure you could go more then a 1.6L engine. I am quite sure they go by stock horsepower of the engine over the weight of your car/ stock weight of your car. Naturally rotary's are very powerful for their size in litres. although you can pretty much get any engine complienced, it just depends on the engineer and what his standards are.

Mazfix in QLD will engineer a 13BT into a 1200 (but they whack a 300kg lead weight in the front of your car to give it more weight)

But best bet speak to someone at your local RTA they can tell you for sure.
