Sand blasting metal. When is it done wrong?

Hi Guys
I need advice. How do I know when sand blasting was done wrong? I got my son's bicycle frame sand blasted to get it ready for painting. It was previously powder coated. It has a slightly rough feeling to it and the guy painting it for me said he will have to use a filling primer due to it being so rough. I inspected the welding of the frame and you can still see the flow of the welding when it was welded.Logic tells me that if it was done too long or was done with a very coarse material the welding would not look like welding anymore due to the sand or whatever was used eating away allot of the metal.
It is a metal frame.Not aluminum.
