Bogging is a fun activity. You could use coke cans

The biggest trick is using a soft pliable applicator, like a bit of icecream container. You put it on with a couple of wipes, and then leave it. If you play with it while it's setting it all goes dodgy, and you are left with more sanding to do.
I can just imagine you convincing your Mum that only VB cans work for bogging up

Can you sign up for a panel/paint course at TAFE? That's the cheap way to get your car painted.
It's good if you have family or mates that are willing to help you. If you don't have this support, it's always going to be hard to do anything. I think working on cars is a bit of a "team sport". It's so much easier if you have people around to give you a hand when you need to sand back the car, or replace a clutch or diff.
To learn these things you are going to have to spend some time studying how to do it for yourself. You sound like you'd like to give it a go, so I recommend you go and learn. It's a very rewarding thing to do it yourself. Also, try the local library (I think they still exist).
Get out there and do it.
