Well my ute is about 14cm off the ground and have been pulled up couple of times and havent been questioned about it. Because 1200s look low and small anyway, and not many people know how high they when stock. I dont think i will get and problems with how low it is (touch wood), maybe if im unlucky enough to get pulled over by RTA.
Its not the back suspension that is the problem, if you dont mind a rough ride as ange says. its more the front suspension depending on which struts you have. lowering it to low at the front can cause bottoming out because the struts are too long. Thats what i have found with my stanza struts. But i am fiddling round with other springs that may help. But best option is to shorten the struts, which i may do one day

It all depends on how low you want to go as well, tyres and rims also come into play depending on what you have on your ute
