hand brake question...

the previous owner pulled the hand brake out of the chassis, so i had done a quick repair job when i got the car 3 years ago, my welds are starting to break, since it wasn't done very well.

what would be a better way to remount the hand break?

I'm thinking use bolts and bolt it to the hump and use some big washers and do it up good so it won't come out again.

i've learned lots since then and can surely fix it better now.

bolting it in sounds best, part of the problem is metal fatigue, so i think bolting it in solidly would be best.
