Can you give some more details?

what car, engine, which side of engine bay, what it connects to at the other end.

From the photo it looks like its a crank case breather pipe, and if so you can just connect it to the carby frypan, or you can just put a small filter on it and leave it at that, but some more detials will confirm that.
Cheers

Typically connects to a PCV valve located just below the carburetor platform on the inlet manifold. Leaving that pipe as it is (to emit to atmosphere) can result in a defect, unless of course it is the A10 which simply vents to atmosphere. Is it an A14 btw?

It is to do with emissions, yes. The pipe carries the crank case fumes and directs them back into the combustion cycle so they are burnt and subsequently turned into exhaust fumes. There is a second pipe that goes from the rocker cover to the underside of the air cleaner, after the air cleaner element, you could put a T piece in and share it into that feed but you might as well connect it back to the manifold.

Replace the valve? Yeah the spring in side can get a little worn sometimes.

Positive Crankcase Ventilation.

Use a manifold that has provision for the PCV valve.
Some twin sidey manifolds do, most don't...

So it is an A14, not a bad eye eh?

There is no legal alternative apart from plumbing it back through the induction.

Most people pass the engine as suited to the guidelines and then modify or refit their add-ons later(once they've passed the inspection).

If you are running a downdraft weber most aftermarket air cleaner assemblies will accommodate a PCV return/feed, yet the assemblies are an exposed air-filter element that could also be picked up as a breach.

Tell us a bit more about what setup you are running and we can offer better advice?

With sidies you can plumb the whole lot in back through an induction plenum or air box.
