it goes(in nsw) on the weight of the vehicle as to the biggest motor engineerable(i think thats a word). from what ive read it is weight of vehicle X by 2.5 (for turbo) and 3(non turbo) in cc's. when i worked it out for my ute it came to roughly 1800ish cc for turbo(ca18det) and roughly 2000cc for non turbo(sr) and they work a rotor as being cc of each rotor X how many rotors. so a 12a has 1200cc per rotor X 2 rotors =2400cc.
