can you re-drill steel wheels to change stud pattern?

There's plenty of cheap steel wheels with good offsets but in the wrong stud pattern, is it possible redrill them? I assume they come blank from the factory and are drilled after being pressed, so could maybe be drilled again.
not sure if they have a flat face where they mount to the hub like alloys or are located otherwise.

As a rule. No. The wheel pattern is pressed into the rim as you will notice behind the wheel stud hole. Redrilling steel standard rims is a dangerous idea.

ahh damn. i found some pretty interesting stuff about cutting off the barrel and welding in a new inner. anyone do that sort of thing in australia?

I would say a decent machine shop could definitely do that Finn.

A few people get their stockies widened (banding)- but it isn't the cheapest job.
