Depends really on there condition, are they easy to read ?. My experience has been if they are in real good nick you can but you have to hand them in first and they put them in storage. Then you ask for them when you get it on the road which may be soon or late but this is NSW so VIC may be different. Even if they are too crap to use here you can get them re-issued but they are in the new style

How long has it been out of rego and when do you plean on re-licensing it?

I don't know about VIC laws about non-returned plates, but in WA it's an offence that carries a fine if they're not returned within a set period after the rego lapses. What I would do is take them to your local VicRoads and explain the situation. They may let you re-license it with the original plates if you're doing it the same day, but if it's not being rego'd until a later date, they will make you surrender them.

All is not lost though, because if things are the same in Victoria as they are in WA, you can (nicely! ) request for them to be repressed. Failing that, can you order custom "Retro" state-issue plates there, like you can here?

You may get the original number plates again. You may register again and get a new name plates with the same numbers as the original ones, But the numbers should not be taken by any other after you left them, so that their existence will be unique and you may get them. The colour, back ground and all other effects can be of your own style.

There's a pretty good chance that Vicroads would have considered the plates as "lost"due to not being registered for so long.
You might even find that they're back in circulation again on another car. You can buy all the old plates now that are considered no longer in circulation.
Any unused plates need to be "held on retention" to be permanently available to the owner.

I bought my plates with the car and called VicRoads. They transferred the plates into my name after i provided evidence that i bought them (faxed off receipts).

Mine were transferred once between registrations (i.e. there was another intermediate owner who did not register the car with the plates.

I am now the owner and was told I can register the car with MY plates.
