After doing a total paint job on a restored car, using normal non metallic paint, how often should one wax & polish the car to maintain the brilliant shine? Any tips for keeping the chrome parts & mags shiny?

Depends on which normal paint you use. If it is the original circa 1975 acrylic enamel (no clearcoat) then wax once a year. If it is 2-pack with no clearcoat then the same.
Good quality chrome needs no special treatment. Just wash occasionally.
Plain aluminum wheels can be waxed once a year. Newer aluminum wheels have clearcoat and need only washing.
