Change the thermostat. Or for testing, remove the thermostat and see if the symptoms change.

My money is on a radiator that needs a service. At least take it out and give it a flush with a hose. The oem temp sensor/ needs to be looked at also, by the description you gave.

Sounds like it wasn't bled properly. If there is a big air pocket around the thermostat, it wont open and water won't circulate.

If you change the thermostat, ensure the little bleed hole is at the top. or even drill it out to about 4mm.

Pretty easy to test the thermostat, stick it in a pot of cold water on the stove and turn it on. If you've got a thermometer that goes up over 100 deg C you can see when it actually opens.

Simon's suggestion also sounds plausible.
