- are these " conical " inserts , or are they welded to the base ?
- the base is + - 10 mm large ?

 Re: PCD Conversion nope, just your std press-in stud, I just alter the head a bit, make it nice and smooth on top, so when it get pressed in, it's nice and flush.... The hole in the plate actually has space for the stud's head....
this plate is actually 12mm gauge yes...
