48 IDA's serve as primaries, 45 DCOE's serve as secondaries.

Stupid is a compliment for this setup but I dont think the 45 dcoes are secondaries its the 48 ida that are shorter path for top end.
If it revved to 10000 rpm this setup might be something but at 6000rpm it must be like pavarotti on a kiddy toilet.

If you look at the manifold design its really all a bit of bull.
The inlet runners size would only flow enough for either of the carb setups, but not both above half throttle i'm tipping.

I think this may someones way of stirring up interest but not meant to be a real useable creation. My bet is thaaat one set are dummy carbs???

I agree with your sentiments. This looks like a tour de force of the Webber supermarket.

If this engine does not perform adequately with Dual Quads, then a 6-71 Jimmy huffer will fix it.
I will be running a pair of Carter 400cfm AFB's on my hemi & they flow more than it can consume at 6,000 rpm @ 100% VE. These are the smallest i could get. Why an engine would require two barrels of Webber per cylinder defies logic.
It's gotta be all for show.

It looks like it might be a "W" series Chevalay of perhaps 348 or even 409 cubes.
