These look like the manual emergency backups for the normal electric retarder/brake systems I think. Like they use on the V16, 250 tonne Komatsu haul trucks on the coal fields. I did maintenance and operator training materials on similar diesel/electric haul trucks for Eltin and other companies at the Ebeneezer mine near Ipswich a few years back.

They are a thing of beaty and a joy to behold. If you get to drive one, 35 kph is scary stuff first up.

I drove 777 785 and 789 Cats at Mt Keith Nickel mine.
But I much preferred the Komatsu electric trucks
40kmh down hill with 170ton on the back with a retarder that takes 2 sec to operate means you have to think ahead.
V16 8 turbos 2400hp
I loved that truck......lol

So the caliper rotates and the rotor is stationary (stator)?
