Probably cause scott and tamra over engineered the thing building it as thier mad Dat development mule and was done years a go before new restrictions. But yes would be difficult in Vic to get past rego now.
It is one great unit

yeah im suprised it hasnt sold yet, been up for about 6 months +. there was white 1200 ute for sale on carsales about a year ago nowhere near as nice/well built had sr20det,simmons FR's,tubbed sold for $27,500

People might be reluctant to buy it because it will always be known as the MadDat ute. Everytime you go somewhere people will hassel you and say it. It would annoy me. I think whoever buys it will be making a smart move, it's all tried and tested and has all the good bits. Shame about those tail lights, yuck.
