End/Tie Rod question

Hi Guys,
Just a quick question.
Tie rods got a long and a short end, which end should be closer to the tire?
And is the stabilizer rod just connected via two small nuts on each ends? I can only find two little nuts, looks like I have lost the other two.

According to the wiki, the tie rod outer is the shorter, straighter end. Longer, curved end is inner.

Yes, there is a single nut at each end of the rod

They are self-locking nuts (either metalcrimp or nylock types)
