Impossible. The vacuum advance is part of the distributor, and is connected to manifold vacuum. There is a port on the 32/36 for ported manifold vacuum (same as any other carb). You could bypass that and connect it directly to the intake manifold if you think the carb has some sort of problem.
Vacuum advance is not for cold starting; it is for advancing the timing at part throttle -- vacuum varies depending on how much throttle you give. The more spark advance you have, the more power and driveability you have. You can have more at part throttle than at full throttle, and that's what the vacuum advance diaphragm is for. There is no other way to get it short of electronic timing control. "Advancing" the timing won't do it.
If the shop advanced the regular timing, they probably did it for full throttle. Otherwise it'll cause the engine to ping at full throttle. With vacuum advance, you can have your cake and eat it too.
