For several weeks I've had up to 16V while I'm driving.  Goes down to 12V at night with the headlights on.  Volt meter needle will twitch wildly when the turn signals are on and/or once the brakes are pressed.  The tach needle twitches when things turn on and off, also.
I found this connection loose. Note burns on washer.  With headlights+highbeams on, before 0.7V, after 0.002V.  Volt meter is at 14.5V... rock solid.
