if you are talking a efi CA install, i would advise running one pump (a normal carby fuel pump) from the main tank and into the surge tank, and then the second pump (efi one) from the surge tank through your fuel rail and then have your regulator (set at around 60psi depending upon your injectors) and back into your surge tank. It does 3 things it keeps your surge tank topped, it de-aerates your fuel and the third is it keeps your fuel cool. De-aerating the fule is very important as if you have air then it will lean out your engine and the ECU cant mix the fuel properly. (swirl pot).
Thats the way I had my race car and zero fuelling probs.
Oh by the way i had the swirl pot in the engine bay. for some reason John taylor used to always run them this way he reckons it eliminates alot of surge problems he was having. It couldnt explain why it was the case but after 30years of building race cars I took it on faith.
