Pretty sure that they aren't, but then again I've never hears of defects directly for blocks, just for ride height

they arent illegal, you just need to retain 1/3 of the orginal suspension travel, they have to be either alloy or steel.. i think its 1/3 of the travel, or you can only lower it 1/3
