Just looking at your pics and the dry comp readings
190,190,180,185 it could mean only cylinder 1 is
leaking maybe mainly from the bad rocker arm but to
be sure go ahead w/ VSSeals, hone the bores and put new rings.
This will avoid pulling the engine again
