Stock pump would only be 4-5 psi for carby so 2lt pm with return sounds ok but if no return sounds a bit much and build pressure

200 HP only requires 1.2 liter/minute

Interestingly the stock A14 mechanical pump does 1.3/minute. Datsun make good stuff.

Return line is not needed. A good pump will stop pumping when it reaches the max pressure. However some cars have a metered return line, so that lowers the effective pressure a bit with high-pressure pump. Not a worry with a 3.0 psi pump or regulator.

For best fuel tuning, you should use a regulator to get the pressure to where the carbs want it ... all my stock fuel pumps have been in spec, so I didn't run a regulator. Weber sidedrafts are recommended at no more than 3 psi if I remember correctly or was it 3.5?
