Yes

There are rubber spacers that go on the fender. If not missing, they can get damaged/squashed down

Hey mate.
Looks like it latches far too low.
With the bonnet sitting on these rubbers it doesn't latch the bonnet closed.
Could there be a problem with the mechanism.... does it have an adjusting screw or something ? Or could it be that the guards are on too high....
I know the previous owners took off every panel for paint and there's a few things that arnt straight .

Gaurds too high? Doubtful. It needs the rubbers for the bonnet to match the guards -- check the bonnet-to-guard alignment

Latch not adjusted correctly? There is no adjustment, it is spring loaded. So... check for correct mounting: Latch on core support:

Also check that the radiator core support (Front panel) is attached correctly
