Blowers only make boost when the throttle is open. Otherwise the blower bant get air to make pressure with. Mine does run with the clutch disengaged, but it don't idle too nice. the toyota set ups were blow through, so haviing the blower free wheeling has less of an effect than it does on a draw through set up.
