if its drums, then the slave cylinders could be worn out. ie they are not sliding in and out properly.

if its disks, then it could be the calipers sticking.

Either way, get the wheels off, inspect for corrosion, and lube em up with grease or crc/wd40. just dont get it on the pads/shoes as you might have trouble stoppping next time.
