Over here, when someone gets their first licence it is a restricted "provisional" licecnce & they must display the provided red "P" plate on their car. Drivers are speed limited to 90 kph & the drivers point score limit is much lower.
Any traffic offence not only attracts the penalty of a fine, but also a demerit points penalty. The actual number of demerit points depends on the seriousness of the offence. In NSW, the accumulation of 13 points is enough to lose your licence, but for red "P" platers, it's about 3 or 4 points.
At the end of one year, the licence can be renewed & the driver now displays a green "P" plate. The speed restriction is raised to 100 kph & the point score is adjusted. This licence lasts for two years. [from memory]
When this term expires, a full licence is granted & the only speed restriction is the posted speed limit. The hope is that the driver has learned to drive by then, however, there are far too many who are hell bent on proving otherwise.
