The 35-75psi regs you're seeing are for fuel injection. You can get a Malpassi Turbo Carb regulator that works with an EFI fuel pump & return line to supply more than enough fuel in a carb'd situation. Here's a diagram -->

So proper arrangement is fuel pump, reg, carby - with a return line taking fuel back to the tank AND the boost reference plumbed into the carb box or turbo outlet or something pressureised without fuel.

Mechanical secondaries are gunna be the go with being force fed
BOV can be mounted anywhere on the pressurised side before the throttle butterflies - the box or the piping in other words. Theres a heap of conflicting theories about pre or post cooler BOV mounting, I prefer nearer the throttle buit that's me.
For a boost source, from a runner will do fine, remember the regulator needs a boost source BEFORE the throttle whereas the BOV needs one AFTER so they can't share. Your brake booster will need a 1 way valve in it BTW or you may find yourself without brakes!
